DoT has proposed a lower one-time entry fee of Rs 450 million for a pan-Indian universal access service (UAS) licence. The licence, however, will not be bundled with spectrum. Currently, a UAS licence costs Rs 16.51 billion and comes with 4.4 MHz of start-up spectrum. The move to separate spectrum from licences is intended to enable internet service providers (ISPs) to migrate to the UAS category and start offering internet telephony services. DoT has already sought TRAI's opinion on separating licence from spectrum. The allocation criteria for spectrum are also being finalised.
