The communications and IT ministry has told the defence ministry that formation of a defence spectrum band in frequencies other than the 2G and 3G bands by December 2009, and setting up of a system to monitor spectrum allocation to operators by DoT are not a part of the memorandum of understanding (MoU) signed between the two ministries. Under the MoU, which was signed on May 25, 2009, the defence forces will vacate spectrum for commercial use. DoT has asked that these two issues be removed from the terms of the high-level monitoring committee which was set up to help operationalise the timelines and action plan of the agreement to vacate spectrum. According to DoT, spectrum allocation to operators cannot be monitored by this committee as this is the sole responsibility of DoT's Wireless Planning and Coordination Wing.
