TTSL has drawn up a capital expenditure plan of $2 billion in 2009-10 for launching GSM-based mobile services. The service is likely to be launched soon. Meanwhile, the company has demanded that the government process its applications for GSM licences and spectrum in three circles – Assam, the Northeast and Jammu & Kashmir. While TTSL has got GSM licences for 19 of the 22 telecom circles, the company's plan for the remaining circles has received a setback. This is because an internal wing of DoT recently proposed that the company's applications for the remaining three circles should not be processed. According to DoT, the company had applied late for licences and spectrum in these three circles.
