Differences between ministries over the issue of fixing a base price for 3G spectrum auctions have led to the union cabinet referring the auction proposal to a group of ministers (GoM). The ministries are also divided over the number of players to be allowed to offer 3G services in an area. The GoM has been mandated to finalise the policy and the road map for auction of 3G spectrum before the code of conduct for the general elections comes into effect. However, according to some operators, the auctions are unlikely to take place during the tenure of the current UPA government. They believe there are several pending court cases relating to the 3G policy, which need to be resolved by the GoM. Further, the GoM can engage the defence forces for vacating 3G frequencies.
