TRAI has released a consultation paper, "Lock-in Period for Promoter's Equity for Unified Access Service Licensees and other Related Issues". The issues brought up in the paper pertain largely to the minimum lock-in period for sale of equity by the new licensees, and the mechanism to address the earlier licences that did not have a lock-in condition. The motive is to prevent the entry of non-serious operators in the telecom sector.
