COAI approaches DoT to protest against TRAI recommendations on spectrum allocation

The Cellular Operators Association of India (COAI) has approached the Department of Telecommunications (DoT) to protest against the Telecom Regulatory Authority of India's (TRAI) recommendations on spectrum allocation. The group claims the recommendations violate the National Telecom Policy, 1999, the National Frequency Allocation Plan, 2002 and the TRAI Act. The COAI has demanded continuation of the existing subscriber-linked approach to spectrum allocation. They claim that CDMA and GSM technologies have different capacities. This is because CDMA technology needs less spectrum to provide services to a larger volume of consumers. Their view is that CDMA operators have enough capacity under the existing allocation. TRAI had earlier recommended replacement of the current subscriber-based allocation format by a technology-neutral approach for both CDMA and GSM operators.
