All the major private telecom operators have reportedly reached a consensus on MVNOs being allowed to operate in India.

According to AUSPI, the MVNO model may be the best way to develop rural telephony. However, stakeholders have cautioned that the government has issued 12 to 13 unified access service licences per circle, which creates more competition than is necessary. Meanwhile, in response to opposition by Bharti Airtel and RCOM to include spectrum sharing in TRAI's definition of MVNOs, the regulator has stated that MVNOs will not be allowed to own any spectrum.
