DoT has permitted private mobile operators to enter into mutual agreements for intra-circle roaming. The move will enable new players (that have neither rolled out their networks nor have licences in a particular service area) to provide roaming services to their subscribers. However, operators will still have to roll out 60 per cent of their networks within a year of being granted spectrum.
