DoT has issued 121 unified access service (UAS) licences to holders of the recently awarded letters of intent (LoIs). It is likely to allocate spectrum to the new licensees in four circles – Andhra Pradesh, Kerala, Orissa and Tamil Nadu. For the remaining 18 circles, DoT has decided to wait for the outcome of various court cases on spectrum allocation before allotting spectrum. As the Wireless, Planning and Coordination (WPC) wing of DoT pointed out, if start-up spectrum is given to the new entrants, there will not be enough left for the companies that win the court cases.
