According to news reports, BSNL is in the process of finalising the tender for 40 million cellular lines, the majority of them on 3G networks. The tender is expected to be floated within a couple of months and BSNL's 3G services are expected to begin sometime in 2006. The 40 million lines will be rolled out by March 2008.
