BSNL is planning to issue a new tender for over 9 million GSM lines to expand its cellular network. The move comes after Nokia Siemens Networks (NSN) refused to accept 40 per cent of the 22.7 million GSM line tender due to some price differences. While BSNL is planning to retain all the tender clauses as in the case of the previous one, it is most likely to do away with the clause which stipulates that a company must have a manufacturing facility in India to participate in the bidding.
