TRAI has released its draft regulations on mobile TV services. It has proposed that the government should allow new operators to offer mobile TV services and that licences for this service should be issued through an auction process on the basis of a one-time entry fee. It also said that allocation of spectrum (8 MHz) to mobile TV licensees should be automatic for successful bidders and should not require any further selection process. TRAI has also suggested that infrastructure sharing should be mandated between mobile TV providers. The FDI limit for mobile TV service providers should be 74 per cent whereas the broadcasting sector has a cap of 49 per cent. TRAI has, however, barred broadcasting companies from holding more than 20 per cent stake in a mobile TV provider. As for existing mobile operators, TRAI has stated that while they should be allowed to offer mobile TV services without having to acquire a new licence, they should not be given any additional spectrum for the purpose.
