The government will reportedly issue a new set of guidelines for granting telecom licences and allocating spectrum. A committee has been formed to scrutinise new applications and look into spectrum-related issues. According to A. Raja, minister for IT and telecommunications, existing operators and licence holders who do not own spectrum will be dealt with as a separate category with respect to applicants for new licences.
