Following the Hutchison Essar shareholding confusion, the Foreign Investment Promotion Board (FIPB), has, under the Department of Economic Affairs, started working on a new set of FDI guidelines to clarify what constitutes indirect holdings, beneficial interest and other forms of economic control. The exercise is aimed at clearing up grey areas in the country's foreign investment guidelines.
