The communications minister is proposing to offer free, high speed broadband connectivity to all citizens through BSNL and MTNL by 2009, when the two PSUs introduce web hosting. The minister has also suggested that free landline phones be offered to users with multiple mobile connections in order to arrest the decline in fixed line phones.
