TRAI has recommended opening up the international bandwidth sector by allowing resellers to enter this segment. Currently, only ILD operators (ILDOs) such as Bharti Airtel, Reliance Communications Limited (RCL), and BSNL are permitted to sell international bandwidth or international private leased circuits (IPLCs). TRAI has proposed that resellers be permitted to provide end-to-end IPLCs between India and any other destination.

However, they must pay an entry fee and provide a financial bank guarantee (FBG) of Rs 10 million each, and have a net worth and paid-up capital of Rs 25 million. They will be allowed 74 per cent foreign direct investment (FDI) and will be charged a licence fee of 6 per cent of their adjusted gross revenue (AGR).
