DoT has issued LoIs to Dishnet Wireless and Essar Spacetel to commence telephone operations under the universal access service licence (UASL). While Essar Spacetel has received the LoI for starting operations in Assam, Bihar, Orissa, Himachal Pradesh, Jammu & Kashmir and the Northeast, Dishnet Wireless can offer UASL services in Madhya Pradesh, Punjab, Haryana, Kerala, Kolkata and Uttar Pradesh (East and West).
