The government of India is likely to propose setting up of a regional regulatory system for the South Asian Association for Regional Cooperation (SAARC) countries to manage the cross-border spillage of mobile signals. The regulatory system would provide platform for discussion on technical solutions such as installation of jammers and network management for controlling signals and spectrum bands.

The system is likely to be established in hub-and-spoke model similar to SAARC Terrorist Offences Monitoring Desk (STOMD) and SAARC Drug Offences Monitoring Desk (SDOMD), both of which are situated in Colombo.

At present, there is no mechanism, regional or bilateral, to address the issue of mobile signals spilling over the border. A number of related issues are currently awaiting approval from various domestic security agencies, the Ministry of External Affairs, Ministry of Defence and the Telecommunications Engineering Centre. Once the inputs from all the agencies are received, the government is likely to frame a draft and circulate it to the SAARC member states.
