October 15, 2006

TRAI has submitted its recommendations on 3G to DoT. The key features of this are:

  • 32.5 MHz spectrum to be available for 3G services in the next six to nine months.

  • Five blocks of 2x5 MHz in 2.1 GHz band, one block of 2x5 MHz in 450 MHz band, two blocks of 2x1.25 MHz in 800 MHz band (the latter two bands are reserved for CDMA) to be made available through a base price plus auction procedure.

  • Base prices are Rs 800 million for Mumbai, Delhi and Category A circles; Rs 400 million for Chennai, Kolkata and Category B circles; Rs 150 million for each Category C circle or Rs 14 billion for pan-India.

  • Bidding on a per-circle basis.

  • Stiff penalty for dehoarding and non-compliance of rollout obligations.
