According to DoT, the finance ministry is not disbursing more than 50 per cent of the amount collected from operators for the USO Fund. While DoT has demanded Rs 35 billion for 2006, the ministry has released only Rs 15 billion. Meanwhile, DoT has initiated the process for funding cellular services through the USO Fund by inviting operators to participate in setting up infrastructure in Jharkhand.
