TRAI has refrained from mandating the per-second billing model following concerns expressed by telecom operators. TRAI was earlier planning to make per-second billing mandatory for all telecom operators. However, operators, who are already facing low average revenues per user (ARPUs), expressed concern overtheir future revenue sustainability. TRAI has proposed a consultation paper to examine whether at least one tariff plan based on per-second billing can be made mandatory.
