DoT has presented its viewpoints and suggestions on the issue of 3G spectrum auctions before the EGoM. It has presented three alternative approaches. The first option is to auction four blocks of 2x5 MHz spectrum in the 2.1 GHz band. The second suggestion proposes that the government auction all available spectrum in blocks of 2x5 MHz. The third option is to either auction more than four blocks (but not all available spectrum) or auction all spectrum, but only to four operators. Meanwhile, as far as the reserve price for pan-Indian 3G spectrum is concerned, DoT has suggested a figure of Rs 35 billion. The base price of Wi-Max spectrum has been proposed to be 25 per cent of the 3G spectrum's base price.
