BSNL has drawn up a two-pronged restructuring strategy to improve its financials and dwindling market share. First, it plans to hive off its nearly 35,000 towers into a separate company, as private operators like Bharti Airtel have done. Second, it plans to move towards business process re-engineering, wherein the company would revamp its customer acquisition process, so that a new telephone connection can be given within one day instead of seven, as is the current practice. The tower company would be a 100 per cent subsidiary of BSNL and would have a valuation of $6-8 billion. Meanwhile, BSNL intends to roll out its 3G services in the north-eastern states and the Chennai circle by January 2009. Mahanagar Telephone Nigam Limited (MTNL) is also likely to roll out 3G services in the Delhi and Mumbai circles by December 2008.
