DoT has cleared Virgin Mobile's tie-up with TTSL stating that it was not operating as an MVNO. While DoT had earlier specified that it had no problems with the tie-up, the Cellular Operators Association of India (COAI) had written to the department alleging that Virgin was operating as an MVNO.
DoT based its final decision on TTSL's argument that it had no partnership for use of either network or spectrum with Virgin and that Virgin Mobile India had been set up purely for nonlicence activities.
