The Department of Telecommunications (DoT) has accepted the Telecom Regulatory Authority of India's (TRAI) recommendations as an interim solution to the spectrum allocation issue. According the recommendations, both GSM and CDMA service providers will be required to increase their subscriber base two to six times (depending on the circle) before they are granted additional spectrum. For instance, a GSM operator can apply for 6.2 MHz, 7.2 MHz and 8.2 MHz when it attains 1.5 million, 1.8 million and 2.1 million subscribers respectively in a metro circle. DoT has also accepted the spectrum panel's recommendation that GSM operators be given additional spectrum in multiples of 1 MHz, as against the current norm of granting it in tranches of 1.8 MHz to 2.2 MHz. Meanwhile, for formulating a new policy on spectrum allocation, DoT has set up a committee comprising representatives from its Wireless Coordination and Planning wing, TRAI, the Telecom Engineering Centre (TEC), industry associations, the scientific community and other government agencies. The committee has to submit its report by mid-2008.
