DoT has accepted TRAI's recommendation on allowing resale of international bandwidth. In March 2007, TRAI had recommended the resale of international private leased circuits (IPLCs) by creating a new category of licence. As per TRAI's recommendations, DoT has kept the licence fee for resellers at 6 per cent of the average gross revenue (AGR), but the AGR of the international long distance (ILD) operator will not include the revenue accrued to the ILD operator through sale of the IPLC to the reseller.
