TRAI has released its recommendations on telecom licensing policy reforms, under which there is to be no cap on the number of telecom operators in any circle. Further, operators are allowed to offer services using GSM, CDMA or any other technology under the same licence. For every 1 MHz of spectrum in Mumbai, Delhi and Category A service areas, the regulator has proposed a onetime spectrum fee of Rs 160 million. For Category B areas, the proposed fee is Rs 80 million. Further, in case of a merger between two service providers, the combined market share of the merged entities should not exceed 40 per cent, either in terms of subscribers or revenue.
