There is reportedly a two-month delay in laying out a new communication network for India's defence forces. Consequently, any additional spectrum for 3G services is not likely to be allocated before the end of August. The delay will adversely affect the telecom PSUs – Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) – which are both working towards developing 3G networks.
