MTNL and Reliance have both lost the battle for the second national operator's licence in Kenya to Dubai-based Vtel. Vtel, which had a higher bid, will now be offered one licence, on January 30, 2007, for all services –­ cellular, internet backbone, international voice gateway, commercial VSAT, NLD and international long distance (ILD).
