According to the telecom secretary, the government is planning to spend Rs 200 billion for establishing mobile network in 50,000 villages till 2019. Under the Digital India programme, the wireless telephone connections to around half of the total villages will be provided by the end of 2017 while the remaining will be covered by 2019. The project will be financed provided through the Universal Services Obligation Fund (USOF).

For the project, the country has been divided into five zones and survey of villages is being done in these zones for mobile tower building. The survey has finished in Northeastern states and is currently being done in Himalayan states, which will subsequently be followed in other states.

Under the project, the government has planned an initial expenditure of Rs 695.24 billion on various IT and telecommunications programmes with key emphasis on mobile and broadband connections.
