The Cellular Operators Association of India (COAI) has expressed dissatisfaction over TRAI's 3G spectrum recommendations and alleged that they favour CDMA operators. According to the association, the pro-rating of 800 MHz and 450 MHz given exclusively to CDMA operators is unfair, among other issues. It has also warned that auction for spectrum licences, with a reserve price of Rs 14 billion, would adversely affect the operators' rollout and expansion plans, making their services unaffordable.
