TRAI has suggested that BSNL should share its interconnect infrastructure with the other telecom operators. The PSU should function as an interconnect exchange to improve connectivity between the various telecom operators and reduce congestion.

According to TRAI, operators should set up a common interconnect exchange to all state capitals and major cities in order to eliminate network congestion. This will help reach the targeted 500 million telephone connections by 2010.
