TTSL to switch its billing system from a per-second pulse to a per-minute pulse

TTSL has decided to switch its billing system from a per-second pulse to a per-minute pulse and devise a differential tariff plan for calls made within its own network. However, DoT may ban cellular operators from offering lower rates for calls made within their own network.
