Etisalat DB, a joint venture between Etisalat and Swan Telecom, has initiated talks for a merger of its 13 universal access service (UAS) licences with Allianz Infratech's two-circle licences. The Department of Telecommunications' (DoT) legal adviser has already given the go-ahead to the proposed merger, provided it takes place within the provisions of the Companies Act, 1956 and the merger and acquisition rules formulated by DoT.
