Spectrum management issue to be taken up by the Parliamentary Standing Committee
The crucial spectrum management issue is set to be taken up by the Parliamentary Standing Committee on Information Technology, headed by M.M. Pallam Raju, who has asked the operators individually – BSNL, Reliance Infocomm, Bharti, Hutchison and Tata Teleservices Limited (TTSL) – to give their point of view on spectrum. The issue will be discussed with telecom operators, DoT and the defence ministry. To begin with, the defence ministry will place its views on spectrum management before the parliamentary committee, followed by presentations by the Cellular Operators Association of India (COAI), the Association of Unified Telecom Service Providers and others. DoT is reportedly in the process of finalising the spectrum policy. The recommendations of the panel, if any, will not be binding on the department. DoT's draft spectrum policy, prepared by an internal panel, has put tough conditions for CDMA operators for allocation of additional spectrum compared to GSM operators.
