DoT seeking speedy implementation of the carrier access code
DoT is seeking speedy implementation of the carrier access code (CAC), which is expected to open up the Rs 45 billion NLD voice market. The department is reportedly looking at presentations from the three private long distance operators Videsh Sanchar Nigam Limited (VSNL), Bharti Tele Ventures and Reliance Infocomm, and state-run BSNL. The industry has suggested the inclusion of CAC under the proposed National Telecom Policy, 2005, which is at present under the consideration of the Telecom Commission. In October 2002, the Telecom Regulatory Authority of India (TRAI) had sought mandatory implementation of CAC by all access providers within six months, a move that was strongly resisted by BSNL. The NLD voice market accounts for an overall 14 billion minutes of traffic, and generates more than Rs 40 billion per annum. Of this, the NLD operators get only 23-25 per cent as carriage charges. Opening up the sector will enable operators to tap into an addressable market of roughly 20 million subscribers.
