DoT has issued letters of intent (LoIs) for unified access services licences (UASLs) to 10 companies. These companies are: Unitech Limited (which applied through eight subsidiaries), for 22 telecom circles, Swan Communications for 13 circles, Spice Communications for four circles, TTSL for three circles, S Tel for six circles, the Ruias-owned Loop Telecom (formerly Shippingstop.com) for 21 circles, Datacom Solutions in association with HFCL for 22 circles, Idea Cellular for nine circles and Shyam Telelink for 21 circles. On paying the licence fee, each LoI holder will be entitled to 4.4 MHz of GSM spectrum per circle, subject to availability. While licence applications of Parsvanath Developers, Cheetah Corporate Services, Spice (which applied for 20 circles and got LoIs for four), Indiabulls-owned Selene Infrastructure and Allianz Infratech are being reconsidered by DoT, ByCell's application has been referred to the home ministry.
