GSM operators have reportedly told DoT that they are willing to consider tightening of the existing subscriber-linked spectrum allocation norm. They have, however, refused to use TRAI's recommendations and the TEC report as the base, and wish to negotiate a downward revision. They have also told DoT that while they are willing to discuss a settlement, the government cannot make withdrawal of COAI's petition with TDSAT against DoT's spectrum allocation criterion a precondition for negotiations.
